Historical and operational directions
Council of Elders of Azerbaijan was established in 1989 and officially registered in 1990 and started its official activities. The first chairman of the council was academician Imam Mustafayev, former first secretary of the Central Committee of the Communist Party of the Azerbaijan SSR. After the death of Imam Mustafayev in 1997, academician Budag Budagov, elected chairman of the Council at the III Extraordinary Congress of the Council of Elders of Azerbaijan was re-elected chairman at the IV and V congresses of the organization, held in 2002 and 2009, until 2012, he headed the Republican Council of Elders. After the death of academician Budag Budagov in 2013, the VI Extraordinary Congress of the Council of Elders of Azerbaijan was held, with Fattah Heydarov, deputy of the Milli Majlis of Azerbaijan, elected as chairman. At the 7th congress of the Council of Elders of Azerbaijan, held in 2018, Fattah Heydarov, Chairman of the Counting Commission of the Milli Majlis, was re-elected Chairman of the Council and held this position until 2020. After the death of Fattah Heydarov at the extraordinary VIII congress of the Council of Elders of Azerbaijan on September 29, 2020, the Member of the National Assembly, President of the Central Union of Azerbaijan Cooperatives (“Azerittifak”), Rector of the Azerbaijan Cooperative University- Professor Eldar Guliyev was elected as the chariman of the organization.
The activities of the Council of Elders of Azerbaijan, which is a public association united by common interests, based on the principles of volunteerism and equality of its members, extends to the Republic of Azerbaijan. The organization bases its activities on the Constitution of the Republic of Azerbaijan, the relevant legislation and the Charter. The rules are open to county and city organizations. The main purpose of the Council, taking into account the national-moral values and historical traditions of the Azerbaijani people, as well as modern development trends, is to ensure the contribution of elders to the socio-political, socio-economic and humanitarian development of the country, to solve various issues of community life.
In order to achieve the determined goals, the Council of Elders of Azerbaijan mainly performs the following tasks:
to attract socially active people who have worked successfully in various fields of activity for a long time, have gained influence in society; cooperate with government agencies and non-governmental organizations; give opinions and suggestions about current problems and development prospects of science, education and culture; to take measures that serve to protect the national and spiritual values of our people, promote moral norms and a healthy lifestyle; implement the necessary measures to strengthen the sense of patriotism and increase civic responsibility among the people, especially the youth; make suggestions for the effective use of mass media and electronic information resources: establish relations and exchanging experiences with similar public institutions of foreign countries, etc.
The supreme governing body of the Council is the General Assembly, which meets at least once a year. The current management of the activities of the Council is carried out by the Board, which is the executive body. The Board of Directors consists of the Chairman, his deputies and other members. The Chairman of the Board of Directors is also considered the Chairman of the Board.
The City and District Council of Elders and the Council of Elders of the Nakhchivan Autonomous Republic are part of the Grand Council of Azerbaijan. The Council of Elders of Azerbaijan has more than 21,000 members (excluding the liberated regions), there are 76 regional and city organizations, 8 of which belong to the Nakhchivan Autonomous Republic.
After the national leader Heydar Aliyev came to power in Azerbaijan, at the insistence of the people, as in all regions of the republic, the Council of Elders was revived and local organizations of the Council were created in most cities and regions of Azerbaijan.
The Council of Elders of Azerbaijan unites in its ranks the figures of science, culture and art, public and political figures adequately fulfills his duties of educating and educating our society, especially adolescents and youth, in the spirit of love for the Motherland, respect for our national and moral values and traditions. Republican elders represented in the Council of Elders of Azerbaijan actively participate in the social and political life of our country and improve their activities in many areas, supports the domestic and foreign policy of the respected President, Mr. Ilham Aliyev, a worthy follower of the great leader Heydar Aliyev, who always serves the interests of the people, pays special attention to educating the younger generation in the spirit of adherence to the national traditions and ideology of Azerbaijanism, they spare their strength, knowledge and skills for the sake of the future of our dynamically developing country. When organizing the Council of Elders of Azerbaijan, meetings, round tables and discussions with the participation of elders, intellectuals, youth and other members of the public are held in almost all regions and cities of our Republic. Members of the Council of Elders of Azerbaijan, deputies, scientists, representatives of youth organizations participating in these events speak in their speeches about the successful domestic and foreign policy of our state. Touching on topical issues, they raise important issues and put forward actionable proposals. Each member of the Council of Elders of Azerbaijan with great difficulty continues the missions assigned to him in his daily life and activities to develop society in a healthy spirit and educate young people in the spirit of high patriotism, they are always trying to protect and preserve our developing and comprehensively enriching state and the further prosperity of our Motherland.
