Chairman of the Council of Elders of Azerbaijan, deputy of the Milli Majlis, chairman of the Counting Commission, chairman of the Central Union of Azerbaijan Cooperatives – “Azerittifak”, rector of the Azerbaijan Cooperative University, doctor of economic sciences, professor Eldar Guliyev was born on July 26, 1951 in Baku.

In 1968 he graduated from the Baku Secondary School No. 187, and in 1969 he entered the Azerbaijan Institute of National Economy named after D. Bunyadzada (now the Azerbaijan State Economic University). In 1973 he graduated from the institute and received the qualification of an economist.

Eldar Guliyev, who started working from an early age and has a great passion for science, worked at the research institute between 1973-1974 and did active military service in 1974-1975 . In 1975-1987 he worked in responsible positions in the system of the Ministry of Commerce of the Republic, and in 1981-1985 he carried out scientific research at the Azerbaijan State University of Economics as a graduate student. In 1987-1990, he worked as the chairman of the Central Union of Azerbaijan Cooperatives. He was elected as the vice chairman of the board of directors of the Central Cooperative Union of Azerbaijan in 1990, and the chairman of the board of directors in 1993. Since 2011, he has been working as the Rector of Azerbaijan Cooperation University, Doctor of Economic Sciences, Professor.

Eldar Guliyev, a full member of the International Academy of Sciences of the Turkic World, the European Academy of Natural Sciences located in Hannover, Germany, and the Italian International Academy of Economic and Social Sciences was elected an honorary doctor of the Sukhushvili Technical University of the Republic of Georgia. He is an “Honorary Scholar” of the city of Rome. He was awarded Medal “Gold Star” and the award “Ataturk” of the International Academy of Sciences of the Turkic World, “Crown Service Order” of the United Nations Honors Committee and “Order for European Service” of the International Committee on Honors of the Council of Public Honors (UNCOPA), Orders of the “Star of the Senator” and the “Golden Eagle” of the European Academy of Natural Sciences, was awarded the title of “Merited Scientist of Europe” by awarding him the Leibniz medal in Berlin, Germany.

Doctor of Economic Sciences, Professor Eldar Guliyev has published numerous scientific papers and books in Turkey, the United States and European countries, as well as in Azerbaijan and a number of post-Soviet states. Among them are the monographs “Peculiarities of state regulation of foreign economic activity in the modern era”, “Reliable food security system: problems of cooperation and integration”, “Agrarian economy”, as well as “Global Food Security: Realities, Challenges and Prospects”, “Problems and Strategic Directions for Strengthening Food Security”, “Cooperation Movement: Evolution, Current State and Development Trends” and “Organization of customs affairs”, which are used as teaching aids in higher education. The book “Global Food Security: Realities, Challenges and Prospects” was published in March 2017 by one of the prestigious German printing houses and is dedicated to one of the most global problems in the world – the problem of food security was accepted by an expert committee into the collections of the United Nations Central Library in Switzerland.

The presentation was attended by representatives of well-known scientific and educational institutions, academia, international organizations based in Rome, including the Food and Agriculture Organization of the United Nations (FAO). This book, authored by Professor Eldar Guliyev, was awarded the International Book of the Year Award by the UN Public Awards Council due to its global significance. At the presentation, at the same time, the economist was awarded a diploma of a full member (academician) of the Vatican Academy Bonifasian, Eldar Guliyev was awarded the honorary title of “Ambassador of Science and Peacemaker” by the International Awards Committee of the United Nations Council on Public Awards (UNCOPA), which operates in Geneva, Switzerland, and at the same time “Scientist of the Year in the International Prize of the International Academy of Sciences of the Turkic World, for the book “Global Food Security: Realities, Challenges and Prospects” and effective work in international organizations. Both awards were presented at the international scientific and practical conference held in Baku on June 1, 2018 dedicated to the 100th anniversary of the Azerbaijan Democratic Republic, on the topic “Problems of ensuring food security of the independent Azerbaijan state and increasing the competitiveness of the agricultural sector”. Also by the decision of the Presidium of the European Academy of Natural Sciences of February 19, 2019, Professor Eldar Guliyev was awarded the international award “Scientist of the Year” for the monograph “Global Food Security: Realities, Challenges and Prospects”, dedicated to food security, which is the most urgent problem of the world economy and was awarded the Euler medal. The award ceremony took place on April 4, 2019 in Berlin, the capital of Germany. In 2021, UNCOPA awarded Professor Eldar Guliyev with the Order of “LUMINARY” in connection with the important scientific value of this book, as well as on the occasion of his 70th birthday as UN Ambassador of Science and Peace.

Since 2000, Eldar Guliyev has taken on another responsible mission.
Eldar Guliyev, who won the trust of his voters in the elections to the Milli Majlis of the Republic of Azerbaijan of the second convocation and was elected a deputy, was a deputy of the Milli Majlis of the II, III, IV, V and VI convocations. At present, as the Chairman of the Counting Commission of the Milli Majlis, the head of the Azerbaijani delegation to the Parliamentary Assembly of the Black Sea Economic Cooperation Organization, as well as the head of the working group on Azerbaijani-Dutch inter-parliamentary relations, a member of the Committee on Science and Education and a number of working groups, he spares no effort in making fateful decisions and laws for the benefit of our people, in solving many problematic issues that concern our people, including the preparation of the legislative framework for democratic reforms carried out in independent Azerbaijan, and the improvement of laws. As a deputy of the Milli Majlis of the Republic of Azerbaijan, Eldar Guliyev, who always shows an active public position, participates in the work of commissions on science, education, agriculture, medicine, ecology, etc. them material and moral support. Eldar Guliyev, who does not get tired of working hard so that law and justice take the place of justice, does not deviate from his principles even a single step, not only the citizens who trusted him in the parliamentary elections, but also the social concerns of each representative of our people, the problems they face, are constantly in the spotlight.

In 2011, Eldar Guliyev was elected an “Honorary Deputy” of the parliaments of the Turkic-speaking countries, in 2016, by the decision of the Milli Majlis of the Republic of Azerbaijan, he was appointed head of the Azerbaijani delegation to the Parliamentary Assembly of the Black Sea Economic Cooperation Organization. He was elected Deputy Chairman of this prestigious international organization at the meeting of the Parliamentary Assembly of the Black Sea Economic Cooperation Organization, held in Baku on June 20, 2019 for economic and political activities in this institution was awarded the medal of the Assembly “Glory”. On the occasion of the 100th anniversary of the Azerbaijani Parliament, the Chairman of the Milli Majlis of the Republic of Azerbaijan awarded MP Eldar Guliyev with the medal “Parliament” of the Republic of Azerbaijan.

The organization under the leadership of Eldar Guliyev, who was unanimously elected Chairman of the Council at the extraordinary VIII Congress of the Council of Elders of Azerbaijan, held on September 29, 2020, as a result of his high reputation in the society of the country, intensifying activities that serve the national interests of our people, and more actively participating in socio-political processes effectively deployed its activities in many areas. In order to develop society in a healthy spirit, and the younger generation grew up in the spirit of high patriotism, the Council of Elders of Azerbaijan tried to organize its activities in accordance with the conditions of the fight against the pandemic and the war with occupying Armenia.

A lot of propaganda work was carried out in the direction of raising the spirit of patriotism among the population, especially young people, and mobilizing all the possibilities for restoring our territorial integrity. The successful domestic and foreign policy of the President of the Republic of Azerbaijan, Commander-in-Chief Mr. Ilham Aliyev was supported under the leadership of Eldar Guliyev, a new Charter and work plan of the Council of Elders of Azerbaijan, which plays an important role in the cultural and social life of our country and unites wise elders, valuable intellectuals, and public and political figures of our republic, was adopted, organizational work was carried out to bring the activities of local bodies to the level of modern requirements, new Regulations on local Councils were adopted, also, in a short time, management and control bodies were formed, consisting of well-known, respected and influential people, the organization of the organization’s activities was ensured in accordance with modern challenges.

Professor Eldar Guliyev, Chairman of the Council of Elders of Azerbaijan, member of the Milli Majlis, whose multifaceted, effective socio-political and scientific activities have always been highly valued, awarded many orders and medals, diplomas and titles, as well as state awards by the order of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, in 2011 he was awarded the Order of Glory, one of the highest state awards, and in 2021 he was awarded the Order of Honor.
